Capacity by configuration
Fifteen passengers is the maximum, using four rows on the 170-inch extended wheelbase. Twelve passengers uses three rows on the same body and converts the fourth-row space into a luggage bay. Crew vans seat five behind a bulkhead. Cargo vans seat two or three up front. Executive conversions land anywhere from four to fourteen depending on how much of the floor is given to tables, recline and aisle width. Every count includes the driver.
Weight, payload and the real limit
A 3500 Sprinter carries roughly 11,030 pounds GVWR with payload commonly between 4,000 and 5,000 pounds. Fifteen adults at an average 180 pounds is 2,700 pounds, leaving ample margin for bags on paper. In practice, the limit is volume, not weight: with the fourth row installed, there is nowhere to put fifteen suitcases. That is why experienced group organizers book by luggage first and headcount second.
Capacity rules you should know
Sixteen or more seats including the driver classifies a vehicle as a bus under federal rules, requiring commercial licensing — which is why the Sprinter caps at fifteen. Some states restrict 15 passenger vans for school-related student transportation; check your state's rules if you are moving students. And whatever the rating, never seat a passenger without a functioning three-point belt or place unsecured luggage above the seatback line.
